At a guess;
Because if you own nightfall + one other chapter. Not all three chapters. It makes two heroes available to those owning factions, but only olias for those owning prophesies.

Good point, I didnt think of that.

But again with the "why a mesmer?", not that I dislike mesmas, Im about to start one, but im just curious.

There are two ranger heroes (Jin and Magrid)
There are two warrior heroes (Koss and Goran)
There are two monk heroes (Talhkora and Dunkoro)
There are two elementalist heroes (Zhed and Susuke)
There are two necromancer heroes (Master or whipers and Olias)

There is one mesmer hero (Norgu)

If you're going to add a core profession hero to proph, the logical choice is a mesmer.
